I was blown away to learn this. We do not have hydro receptors. Our brains feel certain textures and temperatures as wet but we can't actually feel wet

Nah didya, that's just you're perception of these changes in temp. and texture. You're brain tells you that it must be wet, but it doesn't know for sure.

Either constricting blood vessels or the outer layer of skin puffs up, depends which website you land on.

I looked on a BBC site. There was some discussion about how the skin wrinkles to provide better grip when wet, but this does not seem to be proven.
